I'm not having that kind of trouble, not even with the mesa I'm drawing in District 15. With the time of day being suggested as about 11 am the shadows are not long enough to cross the border. Mind you - I only have short buildings next to the border roads on the south, and they only cast shadows that go half way across the road at most.

As you see, troubles on the eastern front... But I wont be able to move the walls or the plaza more than I've already done.
Too bad... Those shadows are just for my final map (better thinking next time...)

Maybe Matthew VE would be nice enough to allow you the plaza shadow at least? That being the most important building in your area.
