I don't want to be a spoilsport here, but for what you are looking for you are probably missing a zero at the end of your estimate there. To exaggerate a bit here, most pros won't even boot up Photoshop for $45.

To be a bit more specific and less flippant: for the map you posted, in the style you desire or one comparable, for that size, and under a commercial license, you are most definately looking at $450+.

I'm afraid Wired is right. And I'd just like to add, that example you posted seems to be more in the vein of painted colors, rather than solid color, and I can't speak for other artists, but to me that is a more time-consuming technique, and as such would most likely fetch an even bigger price tag.

A hand-drawn painted map this size, we are easily talking of 30-50 hours of work. If you want professional work done, you'll have to be prepared to pay accordingly.
