The kaaj of the Red Cloud Empire are neighbors and recent rivals of the Sultanate. Their ships tend to be more floating homes and fortifications than sailing vessels, but when your ruling class are dragons, other flying weapons seem silly.

That is when you start building large mechanical dragons for people to fly! Or even larger ones for dragons to fly. Can you imagine a Russian doll but with dragons???
