Fantasy Maps for Personal (and possibly published) campaign setting

I'm creating a campaign for D&D 5e and playing via roll20.net (VTT) with some friends and family. HOWEVER, I would like to eventually take the stories, maps, and pictures and publish them as a campaign setting somewhere.

Scope of Work:
Dar'Tune (the material plane of the universe) is a world with three large continents (yet to be named) and a large island off the coast of one. The only part of the world created with names is the region of The Imperium. This would be the only criteria in the world generation. The rest I would like for you to insert some creativity (and of course my approval in the design process).

Number of Maps:
- World Map (3 large continents, 1 large island) showing region names, natural features,
- 1 Continent Map - This one would have the region already created

- 1 Regional Map - I have a rough Inkarnate map completed



- 2 Capital City Maps - With points of interest


Copyright:
I will have the right to commercially reproduce the work completed. This would be in the form of publishing in a campaign setting and in the form of campaign setting related graphics.
The artist may redistribute the work completed for portfolio or profit.

Design Process:
Stage 1 – initial concept sketch – once approved
Stage 2 – A 50% design development submittal for review – once approved
Stage 2 - Should include locations of natural features including larger rivers, mountains, deserts, and large lakes
Stage 3 – A 90% design development submittal for review – once approved
Stage 3 - This should have little color at this stage with the final 10% being finish color.
Stage 4 – Final Maps

Technical:
300DPI minimum PNG preferred
Full Color
11in x 8.5in - Landscape (or a better format for VTT if you know of one)

Deadline:
Flexible, would like to have regional map completed by November 11th but understand if this request is unreasonable.
Hard deadline of January 13th.

Price:
I would be looking for a quoting and concept phase before progressing to stage 2
